Right-Wing Harassment Strategy Against Dems Detailed In Memo: ‘Yell,’ ‘Stand Up And Shout Out,’ ‘Rattle Him’

This morning, Politico reported that Democratic members of Congress are increasingly being harassed by “angry, sign-carrying mobs and disruptive behavior” at local town halls. For example, in one incident, right-wing protesters surrounded Rep. Tim Bishop (D-NY) and forced police officers to have to escort him to his car for safety.

This growing phenomenon is often marked by violence and absurdity. Recently, right-wing demonstrators hung Rep. Frank Kratovil (D-MD) in effigy outside of his office. Missing from the reporting of these stories is the fact that much of these protests are coordinated by public relations firms and lobbyists who have a stake in opposing President Obama’s reforms.

The lobbyist-run groups Americans for Prosperity and FreedomWorks, which orchestrated the anti-Obama tea parties earlier this year, are now pursuing an aggressive strategy to create an image of mass public opposition to health care and clean energy reform. A leaked memo from Bob MacGuffie, a volunteer with the FreedomWorks website Tea Party Patriots, details how members should be infiltrating town halls and harassing Democratic members of Congress:

Tea Bagger Memo

    – Artificially Inflate Your Numbers: “Spread out in the hall and try to be in the front half. The objective is to put the Rep on the defensive with your questions and follow-up. The Rep should be made to feel that a majority, and if not, a significant portion of at least the audience, opposes the socialist agenda of Washington.”

    – Be Disruptive Early And Often: “You need to rock-the-boat early in the Rep’s presentation, Watch for an opportunity to yell out and challenge the Rep’s statements early.”

    – Try To “Rattle Him,” Not Have An Intelligent Debate: “The goal is to rattle him, get him off his prepared script and agenda. If he says something outrageous, stand up and shout out and sit right back down. Look for these opportunities before he even takes questions.”

The memo above also resembles the talking points being distributed by FreedomWorks for pushing an anti-health reform assault all summer. Patients United, a front group maintained by Americans for Prosperity, is currently busing people all over the country for more protests against Democratic members. Rep. Pete Sessions (R-TX), chairman of the NRCC, has endorsed the strategy, telling the Politico the days of civil town halls are now “over.”

Meanwhile, AHIP, the trade group and lobbying juggernaut representing the health insurance industry is sending staffers to monitor town halls and other right-wing front groups are stepping up their ad campaign to smear reform efforts. The strategy for defeating reform — recently outlined by an influential lobbyist to the Hill newspaper as “delay” then “kill” — is becoming apparent. By delaying a vote until after the August recess, lobbyists are now seizing upon recess town halls as opportunities to ambush lawmakers and fool them into believing there is wide opposition to reform.

Update
Amy Menefee, communications director of Americans for Prosperity and its anti-health reform group Patients United, wrote to ThinkProgress regarding this post:

"Several blogs have picked up your post: http://thinkprogress.org/ which mentions Americans for Prosperity's efforts next to your mention of Bob MacGuffie's memo about town hall meetings. Mr. MacGuffie's memo was his own work.  I would appreciate your help in correcting the erroneous rumor people have passed around that this memo came from AFP. We have encouraged our members to attend town halls, ask questions and register their opinions about issues including health care -- as all citizens should do. We always promote civil dialogue and do not condone disruptive behavior."

*** If you have made it this far, please pay attention to the authors response to the above note.

RESPONSE.
"As noted in the post, MacGuffie is a volunteer who actively posts and volunteers with the website Tea Party Patriots.

  • A review of the sponsoring organizations reveals that both FreedomWorks and Americans for Prosperity are sponsors of the website as "Freedom Coalition" partners.

  • A few months before joining Americans for Prosperity, Menefee herself worked for the medical device/pharmaceutical industry-funded "think-tank" called the Galen Institute. end quote...

Of course she did. Go figure.

  1. What a crock of crap.. where do you find this swill?

Now how come nobody whinned when the Republicans were being done the exact same way?

And.. if you ask some of these hometown people.. they see buses and buses of people from Acorn and other democratic sources being bused in to these meetings as well.

What you have is the pot calling the kettle black!

I dont approve of hostile acts.. but I think many people are very passionate about how they feel. and they are letting their reps know.

and btw.. George Bush was burned in effigy many times and nobody seemed to care about that one.

  3. I dont read that swill! To me its worse than a constant barrage of the right wing stuff.

The truth has to be in the middle someplace.. not a left or right answer.

I dislike Obama.. I dislike the people he has choosen to surround himself with. I dont like the direction he is leading this nation and I dont need anyone to "toot his horn" or "cut him to pieces" for me.. He is doing it by his actions and the policies he is trying to press on the people of this nation.

If you read or listen to .. too much.. of either side of this political argument then you lose your objectivity.

  4. Violence and rudeness aren't going to solve a damned thing regardless of who we back. It's disrespectful and not the way to handle a political situation. If you aren't happy with things, make sure your state politicians listen to your wants and needs. If that's not enough for you become a politician.

  5. United we Stand, Sweetie
    Divided we fall.

Once again. many whined when GW took the hits as well.
(But I don't think the presidents were mentioned?

But even you are drawing lines with your response here?

it is not us vs them.
We are ALL Americans, are we not?

  7. It's sad...

I swear BOTH parties act like snot-nosed 2 year olds... Grow up, act like the adults you're supposed to be and LEARN HOW TO WORK TOGETHER to come to some sort of agreement on the healthcare that this country needs!

  8. I honestly dont think I was drawing lines here... but I tell you Im tired of politicians calling the American people .. stupid, astroturf, uneducated and how many other names.. because we disagree with them..

Now granted some folks take this to the extreme on both sides of that fence.. and I dont approve. But there are too many little old ladies.. little old men.. younger women.. older women.. younger men and older men that are very passionate about this entire issue of health care and the rampant spending of the government. They are angry that their representative is not listening and is ignoring their voices. Yes, this means at many of these rallies folks will raise their voices.
If you notice at the rallies where their representatives are saying the same things they are feeling.. not alot of "hell raising" going on.. example? McCain's townhall meeting.

    ReplyDelete
  9. That's why McCain threw someone out of his meeting? Because there is no hell raising?

  10. Sweet SlurkieBaby!
    AMEN!
    You are SOOOOOOOO right!
That is why "partisanship" must be freakin' eliminated, and everyone in Washington must stand on their own brain and their own record. (Or checkbook).

It is DAMNED SAD when the disruptions sidetrack whomever is speaking.
By being sidelined, we are losing track of the objective.
Which is to MAKE SURE that EVERYBODY in your shoes is taken care of. (You are NOT alone).

  11. You are disagreeing with something that you clearly do not understand.
Guess that is where the frustration comes in for me anyway.
You have told me, repeatedly, that you will NOT read anything that verifies my words.
Yet you CHOOSE to disagree? How is that even possible?!?
It seems that the more you CAN know, the uglier the fight. Why is that?

Yet you 'claim' to be in the know.
    You are not.

You seem to have based your bias opinions on anything other than "fact" I do not "get" that.
No wonder teachers have such a problem with their students, when we as adults, do not even listen.

History is a farce as far as the school books go. Don't believe those either.

  12. Your reply CLEARLY teels me that you either didn't read, or didn't understand these few sentences.

  14. Atta Boy, Barney

An ill-informed mob tried to rattle Rep. Barney Frank (D-MA) for two hours during Tuesday night’s town hall meeting in Dartmouth, MA, by following the well-rehearsed script used to disrupt other similar sessions on health care.

But this time the effort backfired. Frank, one of the brightest and most erudite legislators in Congress, flipped the script on the crowd that only wanted to heckle him. Frank heckled back.

The best part came when a woman stood up with a photo of President Barack Obama, doctored with a toothbrush moustache to resemble one popularized by Adolph Hitler, to ask why Frank was supporting a Nazi-like health care proposal.

“On what planet do you spend most of your time?” Frank asked her.

I’ve wondered the same thing as I’ve watched these know-nothings attend town hall meetings in Democratic districts, seeking to dominate the setting with behavior that wouldn’t be tolerated in a kindergarten class.
