OCONTO — In the months before his estranged wife's death, Randall Staeven routinely called his children "pigs," smashed a stool into the front of a stove, smacked the family cat with the back of his hand and had one child so frightened of him that she would hide in the basement when she was home alone with him, according to documents filed with the Oconto County clerk of courts office.

"The dogs shake when he is around them," Christine Staeven wrote when filing for one of two court injunctions she sought against him.

"He goes from spanking the kids and slams his fists together when we are arguing and I am afraid of what he will do," she wrote to the court in January 2009. "I don't know how far he will go."

Four months later, Christine Staeven, 40, was dead and her house set afire. Their 11-year-old daughter helped her brothers, ages 7 and 3, escape to safety.

Randall Staeven, 50, of Pulaski is charged with first-degree murder, arson, mutilating a corpse and three counts of first-degree reckless endangerment.

He made his initial appearance Friday before Oconto County Judge Michael Judge, who set bond at $750,000. Staeven did not have a lawyer, so Judge scheduled a continuance for Thursday.

As special prosecutor Vince Biskupic read the charges aloud, Staeven listened with his head down, his shoulders heaving slightly as he breathed.

Judge ordered the usual no-contact provisions as part of the bond, but at Biskupic's request, he also imposed the same order even if Staeven doesn't post bond: no contact with children or any of the witnesses named in the five-page criminal complaint.

Staeven, who appeared in court in jeans, a T-shirt, handcuffs and leg shackles, declined to argue the bond amount, saying, "No, I don't have an attorney. I won't say anything."

In January 2009, Christine Staeven twice filed injunctions against her husband. She withdrew the first, saying they were getting help for their problems. The second, which she filed about two weeks later, was dismissed at Randall Staeven's request a week after his wife's death.

The final months of her life weren't the only time the couple had problems in their 10-year marriage, according to court documents. She had filed for divorce from him twice, once in 2006 and again in 2009. She withdrew the 2006 action; the 2009 action was still in the court system at the time of her death.

In 2002, Randall Staeven was charged with disorderly conduct after throwing and breaking household items, hitting his wife three times in the head and tearing the phones off the wall so she couldn't call the police, according to a criminal complaint filed in the case.

He pleaded no contest in the case, but the court accepted a deferred prosecution agreement that required him to undergo anger management classes for a year.

Investigators say the fire to their home at 740 Jaworski Road in the town of Chase on May 14, 2009, had started in three separate places, indicating it was intentional. Christine Staeven had no trace of soot in her lungs, indicating she was dead before the fire was set, but her body was so badly burned that signs of injury would have been destroyed, the criminal complaint said.

A witness reported seeing Randall Staeven's SUV leaving the scene about an hour before the fire was discovered. Two witnesses — including Randall Staeven's nephew — reported that Staeven told them four days before the fire that he would rather see his wife dead and the house burned down before losing the house to her in the divorce.

Despite those witness statements, state and Oconto County investigators proceeded slowly and convened a John Doe hearing to gather evidence in the case. John Doe hearings, usually conducted in secret, allow investigators to question witnesses under oath in the presence of a judge. This hearing was conducted as recently as two weeks ago, according to the criminal complaint.

Neither Biskupic nor Oconto County Sheriff's Department investigator Darren Laskowski would comment Friday on the length of the investigation.

Biskupic said he was concerned about giving out too much information and then making it difficult to find an impartial jury.

Biskupic, former U.S. attorney who is in private practice in Appleton, said he is serving as special prosecutor because the county's district attorney, Jay Conley, has been elected circuit court judge and takes on his new duties next week.

What I know:

Randy Staevens killed our dog, Homey. He was my daughter Jenne's first dog, and her very best friend. Homey was a bright and wonderful dog. Once he had even brought in our cat which had been hit by a car. I was in the kitchen baking bread and noticed him coming up the driveway with 'something' in his mouth...
Suffering terribly, this dog lay down next to TC after laying her near his kennel. Ultimately Jim Stachura (a wonderful neighbor) was called and quickly came to put TC out of her misery.
Hell, almost everyone out in the boonies of Pulaski are wonderful neighbors.  I made many lifelong friends there, and keep in touch with them all.

Jay Connelly should never have been put in as a judge.
He is a narrow~minded and easily bought prosecutor at best.
When my daughter Roberta was raped and almost bled to death, he would not even charge the man responsible. Claiming the word "rape" was not even in the the police filed statements.
It was. As a matter of fact, it was stated quite clearly in the very first paragraph.
I pointed this out to him and he shrugged. Said perp had tons of money... (And we ALL know how that goes). I paid over 3 grand, even with insurance, for the lifesaving surgery she needed. She almost bled out in my car.

If you read the comments on either of the stories from the Green Bay Press Gazette articles you will see some 'grandma' person writing and proclaiming poor Staeven's innocence. "So there fore I believe that Randy is innocent and I personally know him myself and he is nothing like a monster..."
She is a rude and obnoxious woman who claims he was framed. (The mere thought of it boggles my mind)!

Also referred to in the comments here is a statement from one of his coworkers, regarding his other half, one Diane Buffington.  She lived with Staevens while we lived on Jaworski Rd.
She is a lying, cheating, violent (and miserable) person as well.
We had many problems with this 'couple'.
Surely they belonged together- Just not across the driveway from my family and myself!
This commenter believes that Diane just knew how to push his buttons.
Really? I call BS. and think of 'birds of a feather'
Something I taught my children of morals and self, "No one can make you do anything you do not want to."
I am left wondering whose buttons Dianne was pushing when she went after Jennifer, (12 or 14 at the time) and started beating her and slapping her?
...maybe she was just having a bad hair day.
Diane also threw a very large rock at my eldest daughter's leg. Zoe was on crutches at the time, and had a walking boot type cast on her fractured foot- (13 or 14 then). I had been changing out the gear housing on my old Simplicity and had came around the corner to see this happen. I  would have knocked her stupid had she not retreated to her house upon seeing me. Coward!

Randy thought it quite entertaining when my then husband, Dennis, knocked on his door holding 3 broken arrows he had collected and confiscated them from Diane's kids- Dennis had broken them in pieces so these boys could not fire them at Homey anymore.
Of course, no one did anything...
I can only imagine how these boys ultimately turned out... I do not remember their names otherwise I would check the Wisconsin Court Search record.
But we do know that murderers begin, usually, with killing defenseless animals

The "good old boy" network still is alive and flourishing in Oconto County. I can only hope and pray that Staevens gets put away for good, and rots in his own shit until God can figure out what to do with him.

About one of the good old boys comes the attached letter I wrote. (There will be others receiving similar letters, including the deputies who showed up and did nothing time after time after time).
For those men- (And yes, they were ALL men), who listened, shrugged, snickered, and went on their merry way- preferring to look the other way...

    You probably do not remember me- Years back I ran the store down at Wouters' Front.
    I am not a bad person. Nor do I lie.

    You had loaned us your dump truck while we tore the roof off my home. (It had been damaged beyond repair after a bad summer storm had taken down much of my willow tree).

    In the process, and after having not even 1/2 the roof off, you had taken your truck back.
    This you had done- as you had believed my neighbor when he had called you, (getting your number off the truck door); and saying some very untrue things about us, and about the job at hand.

    As you knew at the time, taking that truck back turned very costly for me as I was raising my 4 children alone.
    With you believing my neighbors 'story' you also set the job way back while we had to scramble to be able to find yet another truck to remove the old roofing.
    Though I had tried to reason with you and to explain to you what kind of neighbors I had, you would not listen to one word that I had to say.

    You may think this to be water under the bridge. (And you would even be correct to think that). Because truly I do.

    But I just thought I would let you know about the man YOU chose to believe...
    My neighbor at the time?  None other than Randy Staeven himself.  And in case you are still living under your rock in your 'good old boys' club, this is the man who murdered his wife, and then burned the house down with his 3 children inside.
    This is the 'man' you believed...

    Just so you know.
    Know too that when you not only believed, (but had even repeated!), the trash that Staeven had 'claimed', you hurt me deeply.
    Again, I am not a bad person. Nor do I lie.

    Karma- Damn funny thing that, isn't it...

  3. The good ol'boys club is one of the things that should become a thing of the past but doesn't.
    In our family we have witnessed this happen as well. We would tell family and friends when asked what happend to us..(bruises and such) and when we said Daddy did it..they chose not to believe that it was just because he was drunk..or being plain mean. The cops when called because he had chased us out of the house with a gun...just locked him up until he was sober then let him return to the house to make life hell for us ...and the nieghbors that call the cops.
    Sorry you had to put up with such meaness. Hope Karma makes his life hell from here on out.

  4. This bastard has taken space in my head and I resent that. It wouldn't be a bad thing if he meets a mishap in the prison yard, and I hope he has his asbestos suit on then. I can't imagine how horrible it must have been to live next door to this monster. I hope the children are with loving and responsible people. Hers, I would assume.

  6. The good old boys are neither good nor old around here. Still, they are here.
    My own friend Randy, sadly, being one of them- more and more each day. (That sickens me also). More~so Casey when she hears him speak in innuendo, gender, place, and race.

    I am sorry that you had to live like that- My own mind does not know such betrayal and can barely comprehend it all. But that said I will never judge any child by its parents either.

    You bring up an interesting point. One that I learned a LONG time ago with my 1st husband. He wasn't only needing to be drunk to be violent. He only needed to be mean. I cannot count the # of times he hit me in the belly when I was pregnant with our first. And that goes WAY past mean.
    Time was then they would remove him from the house, but would not bring him to jail either.
    At least that was MY experience. The cops "he has no record"
    "Well shit honey, let's get one going"
    He would have, if they had done their work. That is why I have copies of all that paperwork- all their visits etc.

    Just like Staeven- He would have had a lot more stuff on his record had only the little deputies in Oconto County done their damn job by/for us.

    That these people lived next door to us brings a whole lot of resentment to me too. They had a very negative place in our very existence, and yes, I surely resent that.
    I further resent that I even bear memories of it all. As do all of my children!

    And yet, we carried on. Lots of times with NO thought of what they would think or do. (And yes, we had plenty of fun back then also).
    But this sure puts one hell of a damper on life memories now.
    We will cherish the good stuff too- These people are not included in any of those memories; save for a few laughs we did have at their expense. (Never to their faces though).

    I no longer live in Oconto County. But yes, they still need to wake up.

Karma indeed, I had the neighbors from hell myself, about fifteen years back, they poisoned two of my dogs, and sold drugs out of their house, I beat her down when I found my dogs dead, and she wouldnt even call the cops because of her drug dealing, she finally moved because I started calling the police and city out to her house for anything that I could complain about , that and I threat that I will make her life a living hell until she gets the hell out of my sight was enough to send her packing!! Too bad Christine had to die before someone did something about that piece of trash. I pray her children will heal and move on to a much better life.

    As one who has stood in her shoes it is difficult to know that but for the grace of god go I.


    There is a line in a song that goes... "he walked right through that restraining order"...

    and they do time and time again. that piece of paper doesn't stop any person with evil on their mind it just makes it so that people who refuse to give a damn can go home and say they "did what they could"

    I hear of so many pets that are killed, maimed or otherwise hurt by abuse and neglect that it makes me cringe to hear such things.
    I am SO sorry you were so hurt by this person- (Sorrier still that you didn't hurt her worse).

    We called the cops a lot on these freaks, but never without cause.

    Maybe Christine's death, though oh so tragic- spared many other lives, including those of her children... And what mother would not give her life to save her children?

    The kids are living with their Uncle Mike. Have been since it happened. I have no idea if Randy saw them in the meanwhile, but the judge's order says he may have no further contact.
    Hopefully too, "Uncle Mike" has a level head and is telling these children how much Mama loved them.
    Though that love is irreplaceable, a good parent, even if not biological, can help heal much.

    You have hit many nails straight on their heads.
    People do not give a damn- I believe they lack passion and compassion as well.
    Unable to put themselves in others' shoes makes for a desolate world for us all. We can only imagine the desolation that Christine felt as this all was ongoing; not just THAT day/night.

    I stood in those shoes too. (Firmly and for too long). I believe that had I remained one or both of us would be long gone by now.

    Wrong too that restraining orders, (whether temporary or permanent), only work when someone violates said order.
    What a bunch of crap that is!

    And no, until the day IO die, I will steadfastly believe that the Oconto County Sheriff's Dept. could have done MUCH MUCH more-
    Not only by my own family, but for hers as well.

    #1  I stole the picture of Homey, and it is now my computer's background.  I miss him soooo much.  He would've been 21 on July 31st.   #2  I have been keeping up with the stories in the GBPG.  I told 'Lilgranny', (or whatever her name was) she was badly mistaken, though I truly feel for her and her family.  She is obviously somebody who has willingly allowed wool to be pulled over her eyes by him for a while.  I can see where he gets his intelligence from.   #3  I also told whoever it was that said that Christine was a liar, and deserved it for "pushing his buttons", exactly what you said about you being responsible for your actions.  (I told him to go fuck himself too, but the website wouldn't let me post that so I had to tone it back a bit).   #4  Oconto county is a bunch of douche-bags.  I wouldn't be surprised if they fuck it all up.   Love you,

  20. Oh God Lester, losing that dog was just so godawful I cannot even begin to think about it.
    Not that he was such a great dog, (but he WAS that)- But that anyone who ever met him knew they were safe with him, and oh so loved!

    Get a kick out of the language didja? I don't blame the anger one bit- She was so close with our Homeboy. He truly was her very best friend. And you would have to know her to know how quiet she was back then. Homey listened and loved.

    Some how somewhere, there needs to be a system that protects people in these situations that actually works.

    Our system is so broken, that anyone who actually lived through the abuse, the next of kin and decision maker for the hospital would be the very same person who put them there,

  30. I sure hope he rots in hell for all this crap he's pulled... Not only with his kid, not only with us, but for killing his wife and letting her body and his children burn... Takes one real SICK cookie to do this to other human beings...

    His picture makes me sick as well... I don't remember everything that they pulled as I was really young when the worst happened, but I remember enough to know without a doubt that he did this... I just hope that douche of a judge looks at the evidence and NOT how much money is being thrown at him... BASTARD! I wish he could pay for denying the case where Roberta was concerned... It almost cost her her life, yet he wouldn't prosecute... Coward... Heartless... Truly "good ole boys club".... Sad, that....

She might be family that just can't face that he could actually do that to his own family. If you really want to get technical all "killers" have to start somewhere... look back into family past. There has to be some type of psychological problems!
